构建社会主义和谐社会是中国共产党的重大战略决策,是社会主义本质属性的必然要求。少数群体性事件的产生,主要是因为人民内部矛盾发展的必然结果、领导上官僚主义的工作作风、少数地方党委和领导干部执政能力不足、人民群众利益诉求表达机制不健全、信息未能及时公开等因素造成的。正确分析这些原因,对于构建具有民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会主义和谐社会无疑具有重要意义。
