近几年,在信息化大潮的推动下,我省政府系统办公自动化建设发展迅速。以省政府办公厅为枢纽,上联国务院,横联各省市,下联17市地,贯通110个省直部门的全省政府系统计算机网已经建成。以计算机、现代通信、轻印刷为代表的机关办公自动化技术,广泛应用于机关工作的方方面面。在提高办公质量与效率、辅助领导科学决策等方面,发挥着越来越大的作用。成就喜人,来之不易。但是,就总体水平而言,我们比先进省市还有较大差距,与经济大省的地位还很不相称。目前,存在的问题是办公自动化技术培训工作相对滞后,制约机关办公自动化建设健康、协调发展。主要表现在,重视硬件建设忽视人员培训的现象较普遍存在,培训工作没有摆到应有的位置上。有相当一部分单位没有建立有效的培训工作机制,随机性培训较多,培训内容欠系统,培训面较窄。随着硬件建设的快速发
