作者在文中提出,如果使用恰当,“新经济”这一术语是有道理的。自1995年以来,与信息技术的生产和使用相联系的技术创新浪潮改进了美国的经济绩效。特别是全要素生产率增长方面出现了实质性加速的趋势。这一增长的大部分都发生在计算机行业以外,且几乎所有的加速都是非周期性的。现有的证据很清楚,服务业的生产率增长加速,而金融业和批发与零售贸易等服务业正是信息技术的主要使用者。这些行业生产率的增长,不但反映在对信息技术的投资增长方面,而且表现在商业组织和政策方面的互补创新上。本文两位作者分别是美国克林顿政府最后一任总统经济顾问委员会的主席和成员,是2000年总统经济报告的主要作者。该年度“总统经济报告”的主题就是新经济。
The author put forward in the text that if properly used, the term “new economy” makes sense. The wave of technological innovation associated with the production and use of information technology has improved America’s economic performance since 1995. In particular, there has been a substantial acceleration in total factor productivity growth. Much of this growth has taken place outside of the computer industry, with almost all of the accelerations being non-cyclical. Available evidence is clear that productivity growth in services is accelerating, and services such as finance and wholesale and retail trade are the main users of information technology. Productivity growth in these industries is reflected not only in the growth of investment in information technology but also in complementary innovation in business organizations and policies. The authors of this paper are respectively the chairman and member of the last presidential economic advisory committee of the Clinton administration and the chief author of the 2000 presidential economic report. The theme for this year’s “President’s Economic Report” is the new economy.
