【热点综述】2011年1月21日,国务院公布了《国有土地上房屋征收与补偿条例》,自公布之日起施行。该条例统筹兼顾工业化、城镇化需要和房屋被征收群众利益,把公共利益同被征收人的个人利益统一起来;对各方关心的拆迁补偿、公共利益的界定、征收程序、强制搬迁等都作出了明确规定。这个条例的出台,进一步规范了行政机关的房屋征收行为,加大了被征收人合法权益的保护,将有利于缓解国有土地上房屋征收引发的利益冲突和社会矛盾,对稳步推进我国的工业化、城镇化进程具有重要意义。
