环境影响评价制度是一项重要的环境法律制度,而其中的公众参与是则是环境影响评价程序中的重要内容及支柱,公众参与能保证环境影响评价的民主性科学性及高效率和透明度。本文就环境影响评价及公众参与展开阐述,对比西方国家和港台地区立法并借鉴其先进经验,就我国公众参与环境影响评价制度中存在的问题提出相对应的建议,使得公众参与环境影响评价在一定的法律框架下进行,同时更好的保障公众的环境权益以及保护自然社会环境,促进经济、社会、环境的可持续发展。
The system of environmental impact assessment is an important environmental legal system, and public participation is an important part and pillar of environmental impact assessment.
