十四届五中全会通过的《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》指出,“要着眼于搞好整个国有经济”,国有企业改革要“搞好大的,放活小的”.江总书记在十四届五中全会闭幕时所作的《正确处理社会主义现代化建设中的若干重大关系》讲话中强调,“集中力量抓好大型国有企业,对一般小型国有企业进一步放开放活”.这就说明,“抓大放小”是下一步深化国有企业改革的一条重要指导方针.
