我国首部《公务员法》(草案)已经由国务院提请全国人大常委会审议,正式进入立法程序。这是我国首次专门就人事管理进行立法。据了解,《公务员法》(草案)已于12月25日至29日在十届全国人大常委会第13次会议上进行首次审议。如果进展顺利,有望在2005年颁布。该草案共20章103条,对公务员录用、考核、职务任免、职务升降、职务职级、奖励、纪律与处分、培训、交流、回避、工资福利保险、辞职辞退、退休、申诉控告、职位聘任、法律责任以及公务员的权利义务、公务员的管理机构和公务员法的适用范围等一系列内容作出了全面规定。
