法律保留原则是依法行政的本质要求,我国行政给付中适用这一原则存在诸多不足,在一定程度上制约了法治政府的建设,有必要对其进行完善,筑牢服务型政府建设的法治基础。
The principle of legal reservation is the essential requirement of administration according to law. There are many deficiencies in the application of administrative compensation in our country.
