1907年之前,“德国制造”在世界上也曾有着恶名。从那时开始,德国人制定了非常详细的法律法规、质量标准和认证体系,并建立了可靠高效的质量管理机构。数年前我才发现一个有趣而又吊诡的现象,很多中国人竟然会来新加坡买中国生产的中草药,价格往往要比中国贵30%以上。由于本地严格的产品检验标准,使质量有了保证。这对一般产品可能并不算什么,但对要被人食用的中药而言,可靠的质量却是左右消费意愿的核心标准,所以即使贵并麻烦得多,很多中国人也在所不惜。这也就使之成为软环境决定整体质量的突出例证。“中国制造”的问题并不在于它生产不出优质产品,而在于它无法遏制劣质产品。
Before 1907, “Made in Germany” had also been notorious in the world. Since then, Germans have developed very detailed laws and regulations, quality standards and certification systems and have established reliable and efficient quality management institutions. A few years ago I discovered an interesting and paradoxical phenomenon. Many Chinese people actually come to Singapore to buy Chinese-made Chinese herbal medicines, and their prices are often more than 30% more expensive than in China. Due to the strict local product inspection standards, the quality is guaranteed. While this may not be an ordinary product, the reliable quality of Chinese medicine to be consumed by human beings is the core standard of willingness to consume. Therefore, many Chinese are not without regard to being expensive or having much trouble. This also makes it a prominent example of the overall quality of soft environments. “Made in China ” problem is not that it produces no quality products, but because it can not curb inferior products.
