Since 1985, the work of title reform has achieved great success with more than a decade of practice and the reform of appointment system for professional and technical positions. At the same time, there are still many problems. In order to further deepen the job title reform work, the Ministry of Personnel proposed a 16-character guideline on the long-term planning for the job title reform: system diversion, separation of appraisal and appointment, classification of units, and classification of job titles.
