Over the past few years, we have continued to update our concepts on the basis of learning and researching modern management sciences, deepened the reform of the health and epidemic prevention, and implemented standardized management of sanitation and epidemic prevention at the municipal, township (village) and village levels in the whole city. Adapting to the new situation and exploring new ways to deepen the reform of the health and epidemic prevention, the first task before us is how to adapt to the new situation and explore a new approach to the management of health and epidemic prevention. In response to this problem, we have seriously studied the theory of goal management and found out the problems that existed in previous management work: first, keeping a balance between ideology and management and empiricism; and second, arranging the masses for management.
