改革开放30年来,我军政治工作主体的现代法治意识不断强化,为政治工作法制建设奠定了思想基础;以《政治工作条例》为核心的一部部政治工作法律、法规和规章的诞生,标志着政治工作法规体系的基本框架初步形成;各级领导和机关依法行政能力不断提高,以及依法施政机制的逐步完善,大大提高了政治工作法制建设的质量和水平。回顾总结30年来我军政治工作法制建设的历史进程与基本经验,要求我们一以贯之落实依法治军、从严治军的重要方针,进一步筑牢我军“生命线”的法律基石,推动政治工作法制建设迈上一个新的台阶。
