一、根据中国人民政治协商会议共同纲领及「中央人民政府关于省各界人民代表会议组织通则」的规定,为了巩固与健全以工人阶级为领导的、以工农联盟为基础的人民民主专政的政权,密切政府与广人人民群众的联系,发挥人民群众的积极性创造性,克服困难,改进政府工作,全力从事经济建设,本府特呈请中央及东北人民政府批准,决定本年四月五日,召开吉林省第一次各界人尺代表会议。二、此次省各界人民代表会议,将解决如下事项,并代行省人民代表大会的如下的职权:1、听取与审查省人民政府一九四九年的工作总结与一九五○年的工作计划的报告。2、审查与通过省人民政府的一九五○的财政预算。3、讨论与决议:(甲)一九五○年度全省农业生产及动员春耕;(乙)本省工业生产及创造新纪录运动;(丙)城乡互助与发展副业等议题。
I. In accordance with the common program of the Chinese People’s Political Consultative Conference and the “General Rules for the Organization of the Central People’s Government on the Organization of People’s Congresses and Departments in Various Fields”, in order to consolidate and perfect the regime of the people’s democratic dictatorship led by the working class and based on the alliance of workers and peasants, Close ties between the government and broad masses of the people, giving play to the enthusiasm and creativity of the masses, overcoming difficulties, improving government work, and making every effort to carry out economic construction. The meeting of people’s deputies from all walks of life in the province will solve the following issues and will take the following functions and powers of the Provincial People’s Congress: 1. Listening to and examining the summary of the work of the Provincial People’s Government in 1949 and the work in 1950 Planned report. 2, review and through the provincial people’s government 1950 budget. 3. Discussion and Resolutions: (a) The province’s agricultural production and mobilization of spring plowing in 1950; (b) The province’s industrial production and creation of a new record-keeping movement; and (c) Urban and rural mutual assistance and development of sideline issues.
