在发展低碳经济成为国际社会共识之际,通过对历史和现状的分析得出美对华的反补贴有向新能源产业蔓延的趋势。以太阳能电池反补贴案为例,运用补贴与反补贴模型就该趋势对中美两国的福利影响进行剖析,并在直观分析的基础上,研究对中美两国产业短期和长期的影响。最后,从长期和短期出发,为中国其他新能源产业应对美国反补贴提供参考借鉴。
In the development of low-carbon economy has become the consensus of the international community, through the analysis of history and the current status of the United States derived anti-subsidy to the new energy industry trends. Take the case of countervailing subsidies for solar cells as an example, this paper uses subsidies and anti-subsidy models to analyze the welfare of China and the United States based on the trend. Based on the analysis of the subsidies and anti-subsidy models, this paper studies the short-term and long-term impacts on the industries of China and the United States. Finally, starting from the long-term and short-term, it provides reference for China’s other new energy industries to cope with the U.S. anti-subsidy.
