John Naisbitt, a famous futurist in the United States, once predicted that: Since the World Trade Center began moving from the Mediterranean to the Atlantic 500 years ago, today it moves from the Atlantic to the Pacific; and the impetus of the Trade Center from the Atlantic Ocean to the Pacific Ocean is Asia Economic miracle. There is a similar argument in western economics that the Mediterranean is the old ocean, the Atlantic Ocean is the present ocean and the Pacific Ocean is the future ocean. This shift has been confirmed by the booming economy of the Pacific Rim countries and regions. Japan has seized the opportunity of economic restructuring in Western industrial countries after World War II. Japan has once again become the major economic power in the world by relying on education in science and technology. Asia’s “four little dragons” have also grasped the structural adjustment of western industrial countries
