《关于实行党政领导干部问责的暂行规定》的出台使党政领导干部问责工作走上规范化及制度化的轨道,增强问责的政治效果与社会效果。本文解读了该规定出台的背景和内容,从法制的统一、问责对象、法律责任体系、问责范围和问责程序五个方面分析其取得的成果,同时在问责范围、问责程序两个方面指出需要完善的地方,最后从社会意义的角度高度评价了该规定。
The promulgation of the Interim Provisions on Implementing Accountability by Leading Cadres of the Party and Government has brought the accountability work of leading cadres in the party and the government onto the track of standardization and institutionalization and enhanced the political and social effects of accountability. This article interprets the background and contents of the regulation, analyzes its achievements from five aspects: the unity of the legal system, the object of accountability, the legal liability system, the scope of accountability and the accountability procedure. At the same time, On the one hand, it points out the areas that need to be improved and at last, it highly evaluates the rules from the perspective of social significance.
