通过介绍发达国家和地区以及国际组织对政府采购行为的法律规制,本文探讨了我国政府采购在国民经济发展中的重要作用以及存在的问题,提出了我国建立与完善政府采购制度应注意的问题和努力的方向。笔者认为适度集权、提高政府采购的效益、激励竞争、提高公开程度、追求公平应是我们在政府采购面临着由封闭市场走向开放市场过程中努力的目标。
By introducing the legal regulation of government procurement behavior in developed countries and regions and international organizations, this paper explores the important role and problems of government procurement in the development of national economy in our country, and puts forward the problems we should pay attention to in establishing and perfecting the government procurement system in our country.
