1980年代末兴起的城市可持续性理念属于可持续发展领域,而可持续发展作为一个概念的出现是对二战后取得巨大成就的技术和经济发展模式的一种反应,它的兴起是为了将经济绩效、社会平等与生态平衡纳入统一的理论视野中。城市可持续性关注城市社会如何组织它们的地理空间、生活和交通方式、生产和消费技术以及它们的治理和动力。运用于城市的“可持续发展”概念可以根据具体的目标加以界定:反对浪费能源、空间和自然资源;减少污染;卫生安全问题;环境退化问题。如果公共权力机构在面对各种合法性的利益集团的诉求、市民的责任以及私人利益攸关者的介入等情形下能够在决策权力方面确立和维持治理,那么,可持续创新将会取得成功。可证明这一点的一个例子是,在“可持续发展日内瓦05”举办的“城市可持续发展国际讲坛”上,受邀城市展示了它们在可再生能源、软流动(soft mobility)、绿色计划、系统性再循环、合适的卫生条件、城市农业和参与性治理等方面所进行的创新,通过举行一系列活动,这次会议向参会城市指明了一系列可持续性问题的优先次序。
The concept of urban sustainability, which emerged in the late 1980s, belongs to the field of sustainable development. The emergence of sustainable development as a concept is a reaction to the technological and economic development model that has made great achievements after World War II. Its rise is aimed at bringing the economy Performance, social equality and ecological balance into a unified theoretical perspective. Urban sustainability focuses on how urban societies organize their geospatial space, lifestyles and modes of transport, production and consumption technologies, and their governance and motivation. The concept of “sustainable development” applied to cities can be defined on the basis of specific objectives: the fight against waste of energy, space and natural resources; pollution reduction; health and safety issues; and environmental degradation. If public authorities are able to establish and maintain governance in decision-making powers in the face of the demands of various legitimating interest groups, citizens’ responsibilities and the involvement of private stakeholders, then sustainable innovation will succeed . An example of this is evidenced by the invited cities to showcase their work on renewable energy, soft mobility, the “International Forum on Urban Sustainable Development” organized by “Sustainable Development in Geneva 05” , Green initiatives, systematic recycling, proper sanitation, urban agriculture and participatory governance, the event identified a number of priority issues for sustainability in participating cities through a series of events order.
