今天,图书馆事业面临着新的发展和挑战。尤其是旗县区级图书馆,过去一直视为传播文化意识形态的部门,忽视了图书馆的工作也具备第三产业的特征。建国以来,图书馆在经济上不仅依靠财政,而且在意识形态上缺乏引入“经营机制”的观念。进而有部分图书馆形成虚设,名存实亡。怎样走出前面的困境,引进经营机制,加强领导班子建设,提高工作人员素质,是在困境中求发展的唯一有效途径。
Today, the library industry is facing new developments and challenges. In particular, the county-level library in the past has always been regarded as a department for disseminating cultural ideology, ignoring the work of the library and having the characteristics of a tertiary industry. Since the founding of the PRC, libraries have not only economically relied on finance but also lacked the ideological concept of introducing “operating mechanisms.” Then there are some libraries formed a fiction, in name only. How to get out of the predicament ahead, introduce the operating mechanism, strengthen the building of the leading body and improve the quality of the staff are the only effective ways to seek development in difficult times.
