一、全球经济中的竞争与合作当前,国际化、技术全球主义、三大势力、战略联合等术语不断地在科技政策中出现,这一事实表明在全球经济背景下寻求发展的重要性。尽管一些主要的趋势已初见端倪,但全球经济发展迅速、巨大、复杂的特性及其继续发展变化,给分析和制定政策提出了挑战。要想全面预测全球经济发展的结果还为时过早,但某些趋势的主要特征已被人们认识。
I. COMPETITION AND COOPERATION IN THE GLOBAL ECONOMY Currently, the term internationalization, technological globalism, the three major forces and strategic alliances continue to emerge from science and technology policies, a fact that shows the importance of seeking development in the global economic context. Although some major trends are already beginning to take shape, the rapid, dramatic and complex nature of the global economy and its continued development have challenged the analysis and formulation of policies. It is premature to fully predict the outcome of global economic development, but the main features of some trends have been recognized.
