1 水资源概况及节水成效 地处张家口坝上的涿鹿县,干旱少雨,年均降水量只有 300 mm,流经境内的唯一河流——桑干河,也已成为季节性河流,年断流时间已长达300多天。地下水水位日益下降,水资源短缺矛盾日益严重。近几年,涿鹿县在桑干河来水量锐减一半,并限量开采地下水的情况下通过大力发展节水灌溉,全县的水浇地面积不但没有减少,反而使有效灌溉面积由1994年的21457 hm~2增加到 1998年的 24000hm~2。粮食总产1.7亿kg,果品总产1.25亿kg,蔬菜总产2.45亿kg,均创
