绩效测定是每个组织的一个基本部分。如果不进行绩效评估,这个组织就无法确知它是否使资源发挥了最大效益,也不能确知它是否能继续满足社区内的需求。1986年,国际图联公共图书馆分部委托Acurnen编制了一部供公共图书馆测定他们所开展的各项服务质量的手册。手册旨在提供一个能广泛适用于不同国家的通用的基本测定方法。手册的草案已拟出,它服从于各国自己的检验方法。但愿这个手册草案将来出版发行后,能使质量检验开展得更深入些。
Performance measurement is an essential part of every organization. Without performance appraisal, the organization can not be sure whether it has made the most of its resources or whether it can continue to meet the needs within the community. In 1986, Acurnen, commissioned by the IFLA Public Library Division, produced a handbook for public libraries to measure the quality of services they perform. The aim of the manual is to provide a common basic measurement method that can be widely used in different countries. The draft of the manual has been drawn up and it is subject to each country’s own test methods. Hopefully, this draft pamphlet will be published in the future, so that quality inspection can be carried out more in-depth.
