广西壮族自治区位于祖国南部边疆,是1958年3月5日在原广西省的建制基础上,以壮族聚居区为基础,实行民族区域自治的地方,但由于历史原因,广西生产力落后,商品经济不发达,经济、文化基础薄弱,而改变这种落后的局面,法制建设的加强有着举足轻重的作用,广西自设立自治区五十年来,区自治条例草案易稿19次,却终未通过,本文通过对条例草案的分析,指出制定中存在的问题。
