天津市的城市土地管理制度在土地利用集约水平以及土地储备运作机制等方面已成为制约城市经济发展的瓶颈,亟待改革。文章针对天津市土地管理制度中存在的现实问题进行分析,进而提出完善土地利用制度、健全土地储备制度和土地法律责任制度的相关改革建议和制度保障措施,以期有助于推进土地管理制度的合理运行,并着力解决土地管理中的实际问题,为进一步改进和完善土地管理制度提供理论和对策性参考。
