上海市卢湾区关于建立三会制度的意见,特别是其中的评议会制度,规定社区成员代表可以评议政府派出机构,如街道办事处、公安警署、工商所、税务征收组等等,这无疑是对现状的一个挑战,是“媳妇”评“婆婆”,是对社区民主自治的一个保证和推进,是个利好的措施。青岛市北区关于社区居委会减负的意见,从另一个角度保证和推进了社区民主自治。这个意见为我们提供了一个惊人的数字——社区居委会要承担17类139项工作任务,这怎么得了,就是跑断了“腿”,磨破了“嘴”,也很难完成得好,哪里有功夫去民主自治泥?怎能发挥社区这一城市先进管理机制的作用呢。无疑减负对推进民主自治、对社区工作者都是个利好的消息。两个“意见”的目的是一致的,推进社区民主自治进程。实践使他们意识到街道办事处与社区居委会的关系是推进这一进程的症结,这个问题不解决,上边两个文件的措施都会流于形式,为此,我们曾刊发过街道办事处与社区居委会是指导还是指挥的关系,不设街道办事处行不行等内容的文章。同时,我们也意识到,这一问题的解决,需要条件,需要时间。但我们必须去创造条件,只争朝夕去解决这一问题。什么时候,社区居委会不再是街道办事处的“腿”和“嘴”了,民主自治进程就会大步向前了。
