关于地方党代会、全委会、常委会职权划分及相互关系问题的调研报告

完善党的代表大会制度、党的地方各级全委会和常委会工作机制是十七大提出的重要指示和安排。在深入调研的基础上,本报告充分吸收近年来各地改革创新的实践与理论成果,对地方党代会、全委会、常委会的职权划分及相互关系进行了分析研究,提出了落实“三会”职权、理顺三者关系、建立科学的党内权力运行机制的对策与建议。

Improve the party’s congress system, the party’s local committees at all levels and the working mechanism of the Standing Committee is an important directive and arrangement put forward by the 17th CPC National Congress. On the basis of in-depth investigation and research, this report fully absorbs the practice and theoretical achievements of the reform and innovation in various places in recent years, analyzes and studies the division of powers and the interrelations of local Party congresses, commissions and standing committees, and puts forward the implementation of the “ Three will ”authority, straighten out the relationship between the three, the establishment of a scientific mechanism for the operation of the party’s power of the countermeasures and suggestions.
