近年来,伴随着我国社会经济的迅速发展和改革开放的不断深入,由于各方面改革不够完善,以及社会经济发展不均衡的冲击,尤其是贫富分化日趋严重,整个社会利益群体的矛盾不断增多,造成农村基层群体性事件不断发生,但是由于对策机制不健全,因而对其发现和解决常常滞后于实际需要,严重影响到农村的稳定和发展。只有通过加强制度体系设计,才能建立和健全农村基层群体性事件对策体系,做到标本兼治,实现农村长期的稳定和谐。
