在1992年2月召开的吉林省统计工作会议上,刘希林副省长指出:“必须采取法律手段来确保统计数据质量。对统计违法案件应当是发现一起,查处一起,并在社会上曝光,这样才能使责任者受到教育,才能使统计走上法制的轨道。”法制轨道的核心是保证统计数据真实、可靠,那么,统计数据质量的现状如何?就是应当首先明白的问题。为此,也正是我们写作“数据质量纵深行”的目的。
