本文从定量的角度为我国成品油定价设计了一个动态的目标区管理机制。目标区管理的优势体现在以下几个方面:(1)既能够兼顾市场,又能够保持油价的适度稳定,为将来的完全市场化奠定基础;(2)目标区的设计是根据数据逐月更新,充分反映了国内外市场需求的变化,而且不会因为参照的油价固定和滞后,留给市场投机的空间;(3)用定量的方法确定目标区的范围,为引导市场预期提供了一个准确的界限。
