2002年1-8月份,山东省烟台经济技术开发区合同外资、实际外资与去年同期相比,实现了全面翻番。在实际工作中,我们感到,开发区之所以取得目前的阶段性成果,主要取决于我们已经在更高层次上参与经济国际化,实现由带头发展向带动发展的转变。我们总结,为能把跨国公司请进来、留得下、促进他们发展得好,我区重点实施了“三高”战略。
高起点确立招商策略,主攻跨国公司
要引进跨国公司,首先应把握其投资规律,找准切入点,选准突破口。实践中,我们主要采取了四大策略:
瞄准日、韩策略
烟台与日、韩两国隔海相望,有着悠久的传统往来。立足这一优势,我们将日、韩作为主攻目标,外派小分队,设立办事处,进行轮番、密集式招商,收到了很大成效。目前,韩国和日本已有150家企业前来投资(其中跨国公司10家),占开发区外资企业总数的60%。
信息控制策略
我们通过网站反馈、办事处搜集、中介提供、老客户长线联络、贸易关系延伸等多种渠道,广泛获取信息,增加项目储备,现在储备项目已达10多亿美元。
外引内联策略
这些年,跨国公司对华产业转移趋势明显,但有的因政策方面的限制,投资不能顺利实现。对此,我适拭腔“极帮助他们寻找合作伙伴,搞好外引内联。
以强引强策略对进区的跨国公司,实行全方位扶持培育,在企业获得丰厚回报的同时,通过它们的“示范效应”和“现身说法”,吸引更多的跨国公司前来投资。LG电子进区投资获得成功后,最近又正在联络韩国十几家电子公司,准备投资5亿美元,在我区建设IT工业园,总占地6平方公里,计划到“十五”末开发结束。同时,韩国著名跨国公司泰信也决定进区投资。8月28日,已签定合同,总投资3000万美元。以“两机”项目为龙头,烟台开发区将建成全国最大的移动通讯生产基地之一。
高品位搭建承载平台,接纳跨国公司
跨国公司对投资地的产业关联度、功能设施配套、人力资源和持续发展十分关注。为此,我们积极搭建四大平台,为跨国公司的进入和发展创造条件。
特色产业平台
要吸纳跨国公司,确定好产业定位非常重要。我们根据现有企业的发展状况,将机械汽车、电子通讯、新兴材料、生物医药和化纤纺织五大产业,作为重点发展方向,全面拉长产业链条,提升配套能力。良好的产业基础,吸引了韩国大宇、日本电装、美国通用等一批知名跨国公司前来投资。
功能设施平台
我们致力于建设适合跨国公司投资的新型功能区,坚持基础配套高人一筹,先后投入30亿,高起点建设完善了各项配套,兴建了10万吨水厂、第二热源等一批基础供应设施, 36平方公里范围内全部实现了“九通一平”;投入1000多万元,建设了2万多平方米的高标准机加工厂房,进一步提高了区域配套层次。
智力支撑平台
我区始终坚持引资与引才并举,大力开发智力资源。先后引进了大本以上学历人才4900多名,硕士211名,博士28名。同时,重点依托留学人员创业园区,积极吸引和利用海外智力。园区现已引进了100多名留学生,兴办项目95个。
持续发展平台
入世打破了关税壁垒,但同时也带来了“绿色壁垒”的挑战。为此,我们在招商引资的同时,高度重视和推进环境建设与管理。从区域清洁生产入手,在全省率先通过了ISO14001环境管理体系认证,并启动了生态示范园区建设,为跨国公司产品顺利打入国际市场,提供了“绿色通道”。
高水准营造服务环境,留住跨国公司
环境是吸引投资的关键。跨国公司更为看重的,是高效的服务环境、透明的法制环境和良好的生活环境。为此,我们探索建立了四大机制:
高效服务机制
服务就是环境,效率就是效益。我们把外商的需求作为第一信号,把外商满意程度作为重要标准,建立了“项目引进一条龙服务、项目建设全方位服务、项目投产经常性服务”三大服务体系,从项目的投资审批、开工建设到正式投产,做到“一站式”服务,“一站式”办结。推行了首接责任制、服务承诺制和服务代理制,变被动服务为主动服务,变随意性服务为规范性服务。
规则对接机制
遵循国际规则,是长远合作的首要前提。我们适应跨国公司的发展需求,严格按国际惯例办事,将政府职能界定在经济调节、社会管理和公共服务上,做到该放的坚决放,不该管的坚决不管。德国汉高公司,因为我区工作讲规则、办事讲规矩、干扰少、障碍少,慕名前来投资。其进区兴办的乐泰公司,创建十多年来,始终保持了较高的发展势头,经济效益连年攀升,人均利税现已达到40万元以上。
公共保障机制
在发展经济的同时,我们注重全面改善生活环境、教育环境和人文环境,让投资者安心、放心和舒心地创业发展。先后投资4亿多元,改造完善了中心区,兴建了河滨、海滨公园,开发了德胜、舒家等四大商城,兴办了耀华国际学校和涉外医院。同时,投资1亿多元,利用三年的时间,对全区12个居住小区进行了全方位改造,营造了优美舒适的人居环境。
竞争激励机制
每一个干部的形象或素质,往往可以决定一个项目的去留。围绕增强干部素质,提高服务水平,我们相继推行了县级干部排序管理、中层干部竞争上岗、全员末位交流淘汰等三项改革,激发动力和活力。目前,我们正在考虑围绕机关干部职务消费、干部人事制度改革等方面,继续加大创新力度,增强全员为投资者服务的意识。
截止目前,烟台开发区已引进投资1000万美元以上的项目67个,2000万美元以上的项目40个;引进跨国公司17家,平均投资规模超过5300万美元,对推动全区经济发展起到了强大的支撑作用。
antai ETDA,a Magnet to Transnational Corporations

The Yantai Economic and Technological Development Zone (Yantai ETDZ) is now home to companies set up by 17 transnational corporations. On average, each has invested US$53 million in the zone. The zone has 67 large-sized investment projects - those using a capital input of at least US$10 million on average, and 40 investment projects in the zone are super-large in size, with a capital input of at least US$20 million for each. Businesses started by transnational corporations are the backbone of our industrial establishment.
Why it is that so many transnational corporations have chosen to invest in the Yantai ETDZ? To put it another way, why is it that we have been so successful in luring in transnational corporations? Looking back at what we have done, we attribute our success to a "three-high" strategy.
First of all, we aim high in our work to attract foreign investment. Ever since the Yantai ETDZ was launched, we have concentrated on luring in large companies, particularly transnational companies. To be more precise, we take companies of Japan and the Republic of Korea (ROK) as the main targets for our investment attraction.
The strategy has worked. More than 150 ROK and Japanese companies, including 10 transnational corporations such as Daewoo of ROK and Sanyo of Japan, have come to invest, accounting for 60% of the foreign-funded companies operating in the Yantai ETDZ.
We have given all-out support to transnational companies in their operations in the Yantai ETDZ, believing that transnational companies, if successful in operations, can become our showcases.
Secondly, we have aimed high in building the kind of platforms good enough to carry investment from transnational companies. Four such platforms have been built through hard work over the years.
-- An industrial platform that truly caters to the needs of transnational corporations. By proceeding from the actual conditions of our existing industries, we have been giving top priority to development of what we choose to call the "five key industries": machinery and automobile, electronics and telecommunications, new materials, bioengineering and pharmaceuticals and synthetic fiber and textile industries. By implementing this strategy, we have extended our industrial chains, in such a way as to effectively service the needs of transnational corporations in the Yantai ETDZ.
-- A platform of functional or infrastructure facilities. We have spared no effort to see to it that our infrastructure facilities are better than those of development zones elsewhere in the country. We have put in 3 billion yuan for infrastructure development, including a waterworks supplying 100,000 cubic meters per day and a thermal power plant. The entire 36 square kilometer-area occupied by the zone is now complete with roads, facilities for power, gas and water supply, and telecommunications facilities.
-- A platform of intellectual support. We have recruited more than 4,000 men and women having completed college education or education at higher levels. The figure includes 211 with a Master‘s degree, 28 with a doctoral degree, and 100-plus who have studied for degrees in foreign countries. Dr. Luo Yongzhang, a Chinese scholar returned from the United states, has had to his credit YH-16, a new anti-cancer drug, which has been verified by the government as suitable for clinical use. The drug enjoys a high market prospect.
-- A platform that helps ensure sustainable development. The Yantai ETDZ is the first in Shandong Province to have won ISO14001 environmental authentication.
Thirdly, we have aimed high in improving our service environment, so that once in, transnational corporations will be willing to stay.
We have instituted the so-called "one-stop" services for the handling of matters subject to examination and approval by different divisions of the local government. Follow-up services are provided to projects in the entire course of their construction. After a project is put into operation, we‘ll see to it that the project receives our services on a regular basis.■
