查干巴拉嘎苏嘎查总人口183户698人,党员31名,蒙古族415人,民兵50人。草牧场优良,土地肥沃、水资源丰富,经济发展潜力巨大。但由于基层党组织松散,群众入党积极性不高,活动阵地空缺,农牧民赌博、迷信、懒散等陋习长期存在,贫困农牧民有20多户,占到户数的11%。2004年旗人武部接手包扶嘎查后,本着“围绕经济抓建设,抓好建设促经济”的发展思路,竭力帮扶嘎查党支部。近10年来,人武部先后依据法定程序,重新选举两
