为了进一步落实党中央、国务院关于实施沿海经济发展战略,充分发挥我国的科技优势,发展高技术、新技术产业的指示精神,我们认为有必要召开这次“火炬”计划工作会议。我们请省市科委、中央各部委科技部门的领导同志,以及中央有关院、所、高等院校和部分企业的领导同志来共同研究,如何实施“火炬”计划,为发展高技术、新技术产业制定必要的政策措施,创造有利的环境和条件。这次会上李绪鄂同志将向大家做详细报告。我先讲几点意见。
