目前在大量来华的外国人中,有相当一部分是非法入境、非法居留、非法就业的“三非”人员。这些外国人不仅违反了我国的出入境管理法规,扰乱了正常的出入境管理秩序,而且引发了诸多犯罪问题。“三非”外国人违法犯罪形势“三非”外国人在数量上显著增加据统计,近年来,在华“三非”外国人呈现出显著增加之势。2006年,我国公安机关查处“三非”外国人3.6万人,遣返出境9560人。此前5年间,全国公安机关共查处“三非”外国人122690人;此前近10年间,全国共遣送“三非”外国人6.3万人次。在北京、上海、广东等外国人较为集中的地区,“三非”外国人问题更为严重。2006年,北京市公安局查处外国人“三非”案件4806起,比2005年上升1.7%,居留审查并遣送出境外国人339人,比2005年上升54.1%。2005年,广东省公安机关查处“三非”外国人逾8000人,2006年仅广州市就查处“三非”外国人3900多名。
