从十七大提出“生态发展”到十八大提出“生态文明建设”五位一体战略布局,再到《关于加快推进生态文明建设的意见》的出台,生态文明建设已经被上升到了新的战略高度,这也充分的体现了生态环境对于人类经济社会发展的重要促进作用。秦皇岛市是一个旅游城市,同时也是打造京津冀生态涵养保护支撑区的重要战略城市,但长期以来,其县域经济的发展并未有效地结合生态涵养与经济发展,以至产生了各种生态问题,其县域经济发展也受到了严重制约。所以,本文从生态涵养特点出发探析秦皇岛县域经济的发展之路,力求实现生态涵养与经济发展的双赢。
