根据依靠集体经济力量,自力更生办机械化的方针,我县于1966年初把国营拖拉机站的拖拉机全部下放给人民公社,实行大队经营。在下放初期,由于我们一度放松了领导和管理,曾出现过不少问题:有的大队弃农经商,拉脚赚钱;机具事故和安全事故不断发生;零配件供应不上,机具完好率低;管理混乱,不能充分发挥农业机械的作用。经过认真的调查、分析、研究,我们认识到,以上这些问题
