A Brief History of Motorway Development and Lawmaking Background In 1924, the German Association for Highway Research was established in Berlin. They realized that in order to promote the country’s road construction, all forces in the country must be mobilized to participate. At that time the Empire’s road construction was not centrally managed by the central government but decentralized by state governments or local governments. At that time, the imperial Ministry of Communications wanted to consolidate the central government’s efforts to focus on the construction of highways under Wei’s constitution and did not achieve its goal. By the 1930s, the economies of European countries had entered a period of steady growth. Germany started to put forward a concrete highway construction plan. According to Professor Aokin’s view in 1926, the plan was to construct a highway from Hamburg to Frankfurt Basel’s motorway, a highway about 800 kilometers north-south of Basel in northern Germany to Switzerland.
