9月的辽宁沈阳,第十二届全国运动会以精简节约、热闹隆重而载入了全运会史册。早在十二运会筹办之际,就确定了“全民参与、力求节俭”的原则。开闭幕式的总预算费用不到千万元,仅为最初计划的十分之一。十二运会开幕式改变了1987年六运会以来晚上举办的惯例,改为白天举办,不燃放焰火,不请明星大腕,用全民健身欢庆运动盛会。
