党的十八届三中全会鲜明地提出“深化科技体制改革”、“加快建设创新型国家”。创新型国家建设是一项庞大的社会系统工程,我国地域广阔,发展不平衡,发展创新集群对加快构建创新型国家具有重要的现实意义。在发展创新集群过程中,应重点关注创新集群产业层次低、创新制度环境不完善、创新效率低等问题,结合产业结构升级,重视创新企业和创新人才的培养,建立并完善有利于创新集群发展的支撑体系和制度环境,实施请进来、走出去的国际化战略。
The Third Plenary Session of the 18th CPC Central Committee clearly proposed “deepening the reform of science and technology system” and “accelerating the building of an innovative country.” The construction of an innovative nation is a huge social system project.
