建立健全完善的法律体系是实现廉政建设法制化的前提和基础。无论是对公共权力的授予、行使和监督、制约,还是国家公职人员的行为准则和道德规范,以及对腐败行为的惩治和预防腐败的各种措施,都要以国家法律为最终保证。通过完善立法,形成一整套内容详实、形式科学、门类齐全、体系严谨的廉政建设法律体系,使廉政建设的各个方面都做到有法可依,一直是我国社会主义廉政法制建设努力的方向。
Establishing a perfect legal system is the prerequisite and foundation for the legalization of the construction of an honest and clean government. No matter granting, exercising, supervising or restricting public power, nor the code of conduct and ethics of state public officials, nor any measures to punish and prevent corruption in respect of corrupt practices, the ultimate guarantee of national law must be given. Through perfecting the legislation, a complete set of legal system of honest and clean administration with complete content, scientific forms, complete categories and rigorous systems of law has been established so that all aspects of the building of an honest and clean government can be handled according to law. It has always been the direction of our efforts to construct a socialist clean government.
