民航运输是一个技术密集、劳动密集的行业,在人的不安全行为和物的不安全状态两个方面都具有很高的风险。应对各类安全风险需要有完善的应急预案,本文以某大型航空运输企业为蓝本,就民航运输企业编制应急预案的基本思路和方法做一个简要讨论。应急预案编制的基本原则以法律法规为依据。航空运输企业应急预案的编制要符合各项法律法规的基本规定。这些法律法规主要有《中华人民共和国突发事件应对法》
Civil aviation transportation is a technology-intensive and labor-intensive industry and poses high risks in both unsafe behavior and unsafe conditions. In response to all kinds of security risks, there is a need for a sound contingency plan. In this paper, taking a large air transport enterprise as a blueprint, a brief discussion is made on the basic ideas and methods for preparing a contingency plan for civil aviation transport enterprises. The basic principles of emergency plan preparation are based on laws and regulations. The preparation of contingency plans for air transport enterprises shall comply with the basic provisions of all laws and regulations. These laws and regulations are mainly “the People’s Republic of emergency response law”
