艾滋病预防控制工作涉及到社会多个部门,很多部门职责在2001年《中国预防与控制艾滋病中长期规划(1998～2010年)实施指导意见》中有所提及,但未有细化描述。作者通过文献归纳、头脑风暴和焦点小组访谈等方法,明确了艾滋病防制工作不同工作内容中相应的职责部门、职责分工和职责落实情况,并证明了各部门职责落实程度的相互关联性,提示艾滋病防制并非疾病预防控制(疾控)部门一家之事,要做好它离不开整个社会的支持。最后整合所有工作内容归纳了艾滋病防制工作相关职责部门为疾病预防控制中心、卫生局、政府、医疗机构、公安部门、宣传部门、计生部门、药监部门、教育部门、社区、乡镇街道、工商部门、统计局等。
AIDS prevention and control work involves a number of social sectors, many of the departmental responsibilities mentioned in the “2001 China long-term plan for the prevention and control of AIDS (1998-2010) Implementation Guidance”, but did not elaborate. Through inductive methods, brainstorming and focus group interviews, the author clarified the corresponding responsibilities, responsibilities and responsibilities in different aspects of HIV / AIDS prevention and treatment work, and proved the interdependencies of the implementation of various departments’ responsibilities, suggesting AIDS prevention is not a part of the disease prevention and control (CDC) department, so it can not be separated from the support of the whole society. The final integration of all the work summarized the relevant departments of AIDS prevention and control work for the Centers for Disease Control and Prevention, Health Bureau, government, medical institutions, public security departments, publicity departments, family planning departments, drug regulatory departments, education departments, communities, towns streets, Department, bureau of statistics and so on.
