2009年10月18日,国务院办公厅下发了《关于加强基层应急队伍建设的意见》(国办发[2009]59号)(以下简称《意见》)。《意见》就基层应急队伍建设的基本原则和建设目标、加强基层综合性应急救援队伍建设、完善基层专业应急救援队伍体系、完善基层应急队伍管理体制机制和保障制度等作出了具体规定,为基层应急队伍建设描绘了清晰的蓝图。这是总结几年来突发事件应对处置经验和教训,进一步推动应急体系建设,全面提高突发事件应对能力的新举措,也是贯彻落实《中华人民共和国突发事件应对法》的重要举措。各地和国务院有关部门要认真贯彻落实《意见》精神,进一步加强基层应急队伍建设。

All localities and departments under the State Council should conscientiously implement the spirit of “Opinions,” and further strengthen the building of grass-roots contingent contingent.
