目前,由于执法不当或不慎,已经给一些企业造成了困难或灾难,引发了群体性事件,影响了行业的正常发展。因此,要认真落实公安部对企业高管慎用拘留逮捕的措施,从立法、司法和执法上依法惩处罪犯的同时,讲究执法的方式方法,尽可能地采取调解、和解等多元纠纷解决机制,使执法的经济破坏性最小、对社会的负面影响最少,降低执法的社会成本。
