廉租房建设作为调整住房结构的重要举措,首先要满足其融资需求。财政部已明确规定了廉租房资金的八大来源,如地方财政预算拨款、公积金收益等。根据廉租房资金的原则性特点可选出资金来源所应必备的三个指标,即融资规模、融资成本、稳定性,采用层次分析法对廉租房融资渠道进行分析研究,得出以下结论:融资渠道多样化势在必行、政府角色转型势在必行、切实落实土地出让净收益规定用于廉租房的比例等。
Low-cost housing construction as an important measure to adjust the housing structure, we must first meet the financing needs. The Ministry of Finance has clearly stipulated the eight sources of funds for low-rent housing, such as the allocation of local budgetary budgets and the provident fund returns. According to the principle of low-rent housing fund, the three indexes necessary for the source of fund can be selected, that is, the scale of financing, financing cost and stability, and the analytic hierarchy process is used to analyze the financing channels of low-rent housing. Conclusion: The diversification of financing channels is imperative. The transformation of the government’s role is imperative. The proportion of net proceeds from land sales for low-rent housing should be effectively implemented.
