第一章总则第一条为促进旅游产业的发展,合理开发利用和保护旅游资源,规范旅游市场秩序,维护旅游者和旅游经营者的合法权益,根据国家有关规定,结合本省实际,制定本条例。第二条凡在本省从事旅游产业开发、经营、服务、管理活动或者旅游的单位和个人,均应遵守本条例。第三条发展旅游产业应当发挥海南旅游资源和生态环境优势,突出热带海岛休闲度假旅游特色,坚持旅游资源合理开发利用与保护相结合,社会效益、经济效益和环境效益相统一的原则。第四条县级以上人民政府旅游行政主管部门负责本行政区域内旅游产业的管理与监督。政府有关部门应当按照各自的职责,支持和促进旅游产业的发展,管理与监督旅游经营活动。
Chapter I General Provisions Article 1 In order to promote the development of the tourism industry, reasonably develop and utilize the tourism resources, standardize the order in the tourism market and safeguard the legitimate rights and interests of tourists and tour operators, this Regulation shall be formulated in accordance with the relevant provisions of the State and in the light of the actual conditions of this province . Article 2 All units and individuals engaged in the development, operation, service, management activities or tourism in the tourism industry in the province shall abide by these Regulations. Article 3 The development of tourism industry should give full play to the advantages of Hainan’s tourism resources and ecological environment, stress on the tourism features of tropical island leisure and tourism, adhere to the principle of unifying the rational development, utilization and protection of tourism resources, and integrating social, economic and environmental benefits. Article 4 The tourism administrative department of the people’s government above the county level shall be responsible for the management and supervision of the tourism industry within its own administrative area. Relevant government departments should, in accordance with their respective responsibilities, support and promote the development of the tourism industry, and manage and supervise tourism management activities.
