认为城市经营管理理念的形成是市场化的经济体制不断发育完善和城市化的快速发展共同作用的结果。是在计划经济向市场经济转轨的背景下,随着经济体制特别是财税体制、政府管理体制和城市收费制度改革的深化,在城市管理的实践中产生的,同时服务于城市建设和发展。城市化和市场化是城市经营管理理念形成的两大驱动力。城市建设的快速发展中产生的许多问题需要用城市经营管理的方式来解决。
It is considered that the formation of the concept of urban management and management is the result of the common development of a market-oriented economic system and the rapid development of urbanization.
