Since the 1980s, all countries in the world, both developed and developing countries, have turned their surprise attention to the Asia-Pacific region, especially in the East Asia region in the western Pacific. In its 1990 annual report, the World Bank said that the East Asian economy has raised its growth rate from 6.6% in the 1970s to 8.5% in the late 1980s, making the 1980s “an economic miracle in Asia.” Since entering the 90s, East Asia’s economy has remained remarkably colorful in the worldwide economic downturn. This development will surely have a significant and far-reaching impact on the pattern and trend of the regionalization of the Asia-Pacific economy. This will be one of the important bases on which the countries of the world, especially the countries in the Asia-Pacific region, will formulate their foreign economic development strategies in the 1990s or even in the early 21st century.
