推进经济结构的战略性调整,是世界性经济结构调整的大势所趋。作为处于国民经济基础地位的县域经济,如何顺应这一趋势,大力调整经济结构,提高产业档次,就显得尤为重要。湖南省茶陵县是一个“老、山、边、穷”县,基础差,底子薄,至90年代初期县域经济仍在单一性或重复性建设的低水平下徘徊。近几年,县委县政府采取调整经济结构的种种重大举措,创造了经济增长的新优势。1999年,全县国民生产总值18.54亿元,财政收入1.066亿元,城乡居民储蓄8.94亿元,农民人均纯收入2277元,分别比1993年增长1.93倍、2.3倍、2.23倍和2.05倍。实践证明,哪里调整结构动手早,行动快,哪里就能掌握主动权,从而在激烈的市场
