1992年是兴安盟的“绿化年”。一年来,林业部门与有关部门协同作战,广大干部群众积极努力,使全盟造林绿化工作取得了可喜成绩,实现了历史性突破。但通过学习党的十四大精神,使我们认识到,林业生产也要转入市场经济的轨道,兴安盟林业生产改革开放的力度还不够,市场观念有待加强,与山区广大农民迫切需要脱贫致富的愿望还不相适应。因此,如何加快改革开放步伐,尽快转入市场经济轨道,推进山区翻番致富达小康进程,是摆在我们面前的艰巨任务。对于
