新型城镇化循环经济建设是国家新时期发展的新要求,在此基础上应不断加强并完善新型城镇化循环经济体制建设,建立相应的考核评价机制。文章着重分析了新型城镇化循环经济建设的必然性,基于评价指标体系的研究现状,通过整合新型城镇化和循环经济两者的重点评价领域,遵循国家政策法规相关规定构建了以循环城镇建设、产业优化升级、资源循环利用和生态环境改善为子系统的评价指标体系,并对指标计算进行了说明。考核评价机制是一项长期的基础工程建设,要注重指标体系构建的灵活性,随工作重心的转移及时调整评价重点;提升科技含量,增加科技创新类评价指标数量;增强政府的监督工作以及配套法制体系建设,明确奖罚机制,保障考核评价机制的良好运行。
